Biography
Dr. Harry T. Conway has more than 20 years of professional experience spanning banking, consultancy, and maritime affairs. He currently serves as Liberia's Alternate Permanent Representative of Liberia to the International Maritime Organisation (IMO), and Chair of the Marine Environment Protection Committee (MEPC) of IMO. The IMO 2023 GHG Strategy was unanimously adopted under his leadership at MEPC 80. He is a member of the International Quality Assessment Review Body (IQARB), an industry-led initiative to ensure vessels meet required quality regulatory standards. He is the immediate past Chair of the Africa Maritime Advisory Group at the IMO, and one of the experts that drafted the 2050 Africa Integrated Maritime Strategy for the African Union in 2014. He has formed part of the Liberia Delegation to IMO meetings since 2006. Dr Conway is a contributor to the book, 'the African Union and the Law of the Sea' by the Juta Press, South Africa. He is a regular speaker at international shipping conferences. He also is a guest lecturer to the International Maritime Law Institute special course on the Protection of the Marine Environment; an Adjunct Lecturer at the World Maritime University and guest lecturer to the Cardiff Business School, Cardiff University. Dr Conway sits on the Board of Trustees of the Professional African Technical Network Advisory (PATNA) Initiative and has an extensive network globally across international shipping.
